Rare Manuscripts: The Dark Era and the Tribe of Beni Arous - The Espionage Apparatus and Secrets of the Era of Confidentiality (Part II)

Written by: The Historian and Scholar, Taher El Lhioui

We continue with you in the "Northern Morocco Archive" the publication of the second installment of the rare memoirs and manuscripts of my father, the historian Taher El Lhioui. In these pages, he lifts the veil on the finest details of the silent suffering endured by the tribe of Beni Arous and Jebel El Alam during the era of the Spanish Protectorate, completing the deconstruction of the colonial "Tijzirt" system.

Anatomy of the Informant Apparatus: How Espionage Networks Were Managed

In these pages of the manuscript, my father reveals with historical evidence how the Spanish Protectorate authorities, through the Office of Native Affairs (Dirección de Asuntos Indígenas) and military controllers, established a precise apparatus to plant eyes and spies. The spy was not just a passing informant, but an organized asset who submitted periodic, structured reports known as "weekly reports".

These reports were raised directly to the Spanish control offices in Tetouan or Larache, aiming to count every breath and movement inside markets, mosques, and private gatherings. The surveillance encompassed the finest details of the lives of scholars, students, notables, and even women in the mountain villages, ensuring that no new pocket of awareness or resistance would emerge after the stage of the Leader Moulay Ahmed El Raisuni.

False Allegation as a Tool for Settling Scores and Tearing the Tribe Apart

The damage of this apparatus did not stop at conveying news to the colonizer; rather, espionage transformed into a means of gaining influence and settling narrow personal and family scores within the tribe of Beni Arous.

The manuscript notes with bitterness how a single false report from a "fake correspondent" was enough to inflict the harshest punishments upon an innocent man. His property would be confiscated, and he would be dragged to dreadful detention centers or exiled outside the tribe under a ready-made charge: "lack of loyalty to the Protectorate authority and the Caliphate". This situation created a suffocating atmosphere of mutual suspicion, severing the traditional bonds of trust among mountain families and clans.

Financial and Judicial Injustices Under the "Tijzirt" Rule

The historian Taher El Lhioui moves on to shed light on the judicial and financial corruption that accompanied the era of El Tijzirti and his aides. Judicial and Sharia rulings became commodities bought and sold in an open auction, with the complicity of judges and mosque jurists appointed in advance to serve the agenda of enforced ignorance.

Furthermore, arbitrary fines that they could not afford were imposed on the farmers and inhabitants of the mountains, and their fertile lands were confiscated under flimsy pretexts. This led to the systematic impoverishment of the tribe, turning the vast majority of the population into forced laborers living in sheer misery and destitution.

The Era of Secrecy and Confidentiality: The Weapon of Silent Resilience

Faced with this terrible infiltration of espionage networks and colonial oppression, the loyal and free men of Beni Arous found no alternative but to enter a new and strict era of confidentiality and extreme secrecy.

The final pages of this part document how scholarly circles, Quranic memorization gatherings, and family meetings turned into assemblies surrounded by utmost caution. This "silent resilience" was the only remaining weapon to preserve the Islamic and national identity of the region, and to protect social ties from complete collapse, while waiting for the clouds of that dark era to clear away.

Conclusion of Part II (English)

Here we conclude the second part of this significant historical journey, penned with sharp critical insight by the scholar Taher El Lhioui, describing the era of confidentiality and secrecy imposed by the occupation forces. But did this silent resilience succeed in breaking the chains of espionage? What subsequent transformations did Beni Arous witness as national awareness intensified? Stay tuned for the upcoming third part to delve deeper into new documents and pages
