مخطوطات نادرة: العصر المظلم وقبيلة بني عروس في عهد الحماية الإسبانية (الجزء الأول)

إن قراءة التاريخ الحقيقي لشمال المغرب تستوجب النبش في الوثائق والمخطوطات النادرة التي عاصرت تلك الحقبة. نقدم لكم اليوم الدفعة الأولى من مذكرات ومخطوطات والدي المؤرخ الطاهر اللهيوي، المكتوبة بـ "الريشة"، والتي يسلط فيها الضوء بأسلوب رصين وبليغ على الأوضاع السياسية والاجتماعية التي عاشتها قبيلة بني عروس المجاهدة إبان فترة الحماية الإسبانية.
تمهيد للاحتلال ومأساة معاهدة 1912
لقد ابتليت قبيلة بني عروس، كما ابتلي المغرب كله، بظلم الاستعمار. وكان نصيبها من المعاناة وافراً جراء السياسات الجائرة التي تلت توقيع معاهدة الحماية الرسمية في 11 ربيع سنة 1330 هـ الموافق لـ 30 مارس 1912 م.
وقبل هذا التاريخ، كان الإسبان يناورون لفرض سيطرتهم على الناحية الشمالية من البلاد، مستغلين الاتفاقيات الدولية لتثبيت وجودهم العسكري في الشواطئ الغربية من ناحية الشمال والمناطق الجبلية، ليصطدموا بمقاومة شرسة من رجال القبائل الأحرار في أولى المعارك.
نظام "تجزرت" وتجربة القيادة الثيوقراطية والسياسية
يفصل المخطوط في طبيعة الإدارة المحلية التي فرضها الاحتلال الإسباني عبر تعيين أعيان محليين لتنفيذ مخططاته، وهو ما عُرف بنظام "تجزرت". وقد مرت القبيلة تحت هذا النظام بعدة عهود قيادية:
1. ظهور أول قيادة ثيوقراطية (1346 هـ)
برزت أول قيادة على قبيلة بني عروس عقب المحنة الوطنية بقيادة الفقيه عبد السلام التجزرتي، بظهير رسمي صدر في أول ذي الحجة عام 1346 هـ. وكانت هذه القيادة مدعومة وموجهة من طرف الحاكم العسكري الإسباني "غرسيا ميكرس"، ممثل نيابة الشؤون الأهلية بتطوان.
2. فترة قيادة "مروب" (1347 هـ - 1355 هـ)
بعد عزل التجزرتي، جرى تعيين السيد محمود عبد الرحمن مروب على رأس القبيلة. وتعتبر هذه الفترة التي امتدت لتسع سنوات (من 1347 هـ إلى 1355 هـ) من الفترات التي تميزت بالسكينة والخير والورع، حيث حاول مروب قيادة القبيلة بالحكمة وحب الخير للجميع دون تشجيع الشقاق.
3. عودة محنة "تجزرت" (1356 هـ / 1937 م)
لم تدم السكينة طويلاً، حيث رتبت الإدارة الاستعمارية عودة القيادة للتجزرتي مجدداً عام 1356 هـ (الموافق لـ 1937 م)، لتدخل القبيلة من جديد في دوامة المظالم والاضطهاد المادي والفكري.
التركيبة السكانية وبؤس الواقع الاجتماعي
يوثق المخطوط بدقة لافتة حجم الضرر الاجتماعي؛ إذ كان يبلغ عدد سكان قبيلة بني عروس نحو 24,000 نسمة عاصرت هذه التحولات. وبسبب الهزائم المتلاحقة للأعوان والضرائب الجائرة، انقسم السكان وتدهورت أحوالهم المادية والاجتماعية ليعيشوا في حالة مزرية من سلب الحقوق وافتقاد أسباب الحياة الآمنة الكريمة تحت وطأة الاستعباد الاستعماري.
حرب التجهيل الممنهجة ومحاربة العلم والتعليم
من أخطر السياسات التي فضحها المؤرخ الطاهر اللحيوي في مخطوطه هي سياسة التجهيل والتعمية. لقد حارب الاستعمار الإسباني وأعوانه التعليم الحقيقي لتسهيل قيادة الجماهير. ويستشهد المخطوط بأبيات أمير الشعراء أحمد شوقي الشهيرة:
وإِنَّمَا الأُمَمُ الأَخْلاقُ مَا بَقِيَتْ ... فَإِنْ هُمُ ذَهَبَتْ أَخْلاقُهُمْ ذَهَبُوا
وإذا أُصِيبَ القَوْمُ في أَخْلاقِهِمْ ... فَأَقِمْ عَلَيْهِمْ مَأْتَمَاً وَعَوِيلا
ولتدليل على هذا التجهيل الممنهج، يروي المخطوط وقائع مؤلمة وساخرة في آن واحد عن فقهاء وقضاة عينتهم سلطات الحماية، لم يكونوا يحسنون حتى قراءة الخطب المطبوعة بالمطبعة الحجرية بفاس، وعجزوا عن الإجابة على أسئلة امتحان القضاء البسيطة بمدينة العرائش، مما جعل القيادة الفكرية والدينية في ذلك العصر مظلمة وتابعة كلياً للمستعمر.
الجاسوسية وبث العيون: سلاح "تجزرت" لتمزيق القبيلة
في الصفحة العاشرة والأخيرة من هذه الدفعة، يكشف المخطوط عن السلاح السري للاستعمار وحكومة "تجزرت"، وهو تفريخ شبكات الجاسوسية. لقد تحولت الجاسوسية وبث العيون والوشاية بين أفراد القبيلة الواحدة إلى "وسيلة كسب عيش" ووسيلة للنفوذ.
لم يسلم من هذه العيون والجواسيس النساء، الطلبة، الوجهاء، ولا حتى العلماء؛ حيث غصت المساجد والقرى بـ "المراسلين المزيفين" الذين يرفعون التقارير الأسبوعية والدورية إلى الدوائر المراقبة الإسبانية، مما أدى إلى قطع أواصر الثقة وزرع الخوف والبؤس في الحياة اليومية لسكان جبل العلم وبني عروس.
خاتمة الجزء الأول: ترقبوا تفاصيل "عهد السرية والمواجهة"
إلى هنا تنتهي الدفعة الأولى من هذا المخطوط النادر، والتي عرّى فيها المؤرخ العلامة الطاهر اللهيوي الأبعاد الخفية للنظام الاستعماري الإسباني؛ وكيف تحولت سياسات "تجزرت" والتجهيل الممنهج وتفريخ شبكات الجاسوسية إلى معاول هدم حاولت تمزيق النسيج الاجتماعي والروحي لقبيلة بني عروس الأبية وجبل العلم الشامخ. لقد كان هذا "العصر المظلم" اختباراً عسيراً لكرامة الإنسان وهويته في شمال المغرب.
ولكن، كيف واجه الأحرار هذا البؤس المتخفي في ظلال السرية؟ وما هي تفاصيل المواجهات والصفحات المتبقية التي خطتها ريشة المؤرخ لتوثيق صمود المنطقة؟
في الجزء الثاني والمقبل من هذا المخطوط النادر: سنتناول معاً بقية الوثائق والصفحات التي تكشف أسرار المعاناة الصامتة وكيف حافظت القبيلة على جذوة وعيها في أصعب الظروف التاريخية. كونوا في الموعد.

Rare Manuscripts: The Dark Era and the Tribe of Beni Arous Under the Spanish Protectorate (Part I)

Reading the true history of Northern Morocco requires unearthing rare documents and manuscripts that witnessed that era. Today, we present to you the first installment of the memoirs and manuscripts of my father, the historian Taher El Lhioui. Written with a traditional "quill," these records shed light, in an eloquent and rigorous style, on the political and social conditions endured by the jihadist tribe of Beni Arous during the Spanish Protectorate era.
Prelude to the Occupation and the Tragedy of the 1912 Treaty
The tribe of Beni Arous, like the rest of Morocco, was severely afflicted by the injustice of colonialism. Its share of suffering was immense due to the oppressive policies that followed the signing of the official Protectorate Treaty on March 30, 1912 (11 Rabi' I, 1330 AH).
Prior to this date, the Spaniards were maneuvering to establish control over the northern region of the country, exploiting international agreements to solidify their military presence along the western shores of the north and the mountainous regions. However, they clashed with fierce resistance from the free men of the tribes in the early battles.
The "Tijzirti" System and the Experiences of Theocratic and Political Leadership
The manuscript details the nature of the local administration imposed by the Spanish occupation through the appointment of local notables to execute their plans—a system known locally as "Tijzirt" (or Tegzirt). The tribe passed through several leadership eras under this system:
1. The Emergence of the First Theocratic Leadership (1346 AH)
Following the national ordeal, the first leadership over the Beni Arous tribe emerged under the jurist (Faqih) Abdeslam El Tijzirti, by virtue of an official royal decree (Dahir) issued on the first of Dhu al-Hijjah, 1346 AH. This leadership was directly backed and directed by the Spanish military commander "Garcia Gomez" (Garcia Micres), the representative of the Directorate of Native Affairs (Dirección de Asuntos Indígenas) in Tetouan.
2. The Era of the "Meroub" Leadership (1347 AH - 1355 AH)
Following the dismissal of El Tijzirti, Mr. Mahmoud Abdul Rahman Meroub was appointed at the head of the tribe. This period, which spanned nine years (from 1347 AH to 1355 AH), is considered an era characterized by tranquility, goodness, and piety. Meroub attempted to lead the tribe with wisdom and benevolence towards all, without encouraging discord.
3. The Return of the "Tijzirt" Ordeal (1356 AH / 1937 AD)
This tranquility did not last long. In 1937 AD (1356 AH), the colonial administration orchestrated the reinstatement of El Tijzirti's leadership, plunging the tribe once again into a cycle of injustice, as well as material and intellectual oppression.
Demographics and the Misery of Social Reality
The manuscript documents with remarkable accuracy the scale of social damage; the population of the Beni Arous tribe at the time of these transitions reached approximately 24,000 people. Due to successive defeats of the colonial collaborators and extortionate taxes, the population became deeply divided, and their socio-economic conditions deteriorated drastically, leaving them in a miserable state, stripped of their rights and deprived of a secure and dignified life under the weight of colonial subjugation.
The Systematic Policy of Ignorance and the War Against Education
One of the most dangerous policies exposed by the historian Taher El Lhioui in his manuscript is the deliberate policy of enforced ignorance and obfuscation. The Spanish authorities and their local agents fought true education to make the masses easier to control. In this context, the manuscript quotes the famous verses of the Prince of Poets, Ahmed Shawqi:
"A nation lasts as long as its morals endure... But if their morals perish, they too shall perish."
"And if a people are stricken in their morality... Then hold over them a funeral and wail."
To illustrate this systematic enforced ignorance, the manuscript recounts painful yet satirical incidents concerning local jurists and judges appointed by the Protectorate authorities. These officials were unable to read printed Friday sermons sent from the lithographic presses of Fez and failed the simplest judicial examination questions in the city of Larache. This rendered the intellectual and religious leadership of that era entirely dark and subservient to the colonizer.
Espionage and Spreading Informants: The Weapon of "Tijzirt" to Dismantle the Tribe
In the tenth and final page of this installment, the manuscript exposes the secret weapon of colonialism and the "Tijzirti" government: the breeding of espionage networks. Spreading informants and inciting betrayal among members of the same tribe turned espionage into a "means of livelihood" and a tool for acquiring influence.
No one was safe from these eyes and spies—neither women, students, notables, nor even scholars. Mosques and villages were teeming with "fake correspondents" who submitted weekly and periodic reports to the Spanish military controllers, breaking the bonds of trust and sowing fear and misery into the daily lives of the inhabitants of Jebel El Alam and Beni Arous.
Conclusion of Part I: Anticipating the "Era of Confidentiality and Confrontation"
Here ends the first installment of this rare manuscript, in which the historian and scholar Taher El Lhioui exposed the hidden dimensions of the Spanish colonial system. He revealed how the policies of "Tijzirt," systematic ignorance, and the proliferation of espionage networks became tools of destruction that attempted to tear apart the social and spiritual fabric of the proud Beni Arous tribe and the soaring Jebel El Alam. This "Dark Era" was a severe test of human dignity and identity in Northern Morocco.
But how did the free men confront this misery hidden in the shadows of secrecy? What are the details of the confrontations and the remaining pages penned by the historian to document the region's resilience?
